Solutions for government Transparency Portal When data is public, any inconsistency becomes news. A Transparency Portal doesn't have a passive audience. Journalists, oversight bodies, city council members, and citizens show up looking to confirm suspicions, not to understand topics. The portal needs to be built to withstand that level of scrutiny: traceable data, navigation with no dead ends, and no internal contradictions. See what we deliver Our case studies From those who went beyond visualization with Cluster “It has been an immense pleasure working with such a talented and dedicated team of professionals, delivering true digital transformation to our clients.”Luciano Dall’Antonia (Canada)VP of Services, GINQO"Working with Cluster, we reached a level of design and engineering quality that's rare in our industry. Their team consistently delivered what we thought was impossible, pushing Qlik beyond its native limits to give our users the interface experience they actually needed. Thoughtful, consistent, and committed to getting it right. A true partnership."Pablo Gomez (USA)Data Architect for AI and ML, ePlaneAI"After Cluster's work, we saw a 400% increase in adoption for consuming information for performance monitoring, decision-making, and on-demand reporting."Erick Hoepfner (Brazil)Business Intelligence Superintendent, MDS Group - Brazil & Portugal"Cluster has been a strategic partner to MPRS for years, helping us design advanced Qlik Sense dashboards that are easy to use, visually appealing, and intuitive for users.”Juliana Rodrigues Marques (Brazil)Coordinator, MPRS.labs"NewHub allowed us to customize and organize our Qlik HUB in a practical way, bringing to life a user-friendly interface that unifies access to Qlik Sense and QlikView in a single place."Eduardo Spirito (Brazil)Data & Insights Delivery Lead Brazil, Syngenta“STZ's control panels revolutionized the way we monitor our key KPIs, delivering continuous, day-to-day improvement in an effective and consistent way. The quality gain we achieved in our process management and execution was remarkable.”GUILHERME TAVARES GONÇALVES (Brazil)Project Manager, STZ“After implementing Cluster's dashboards with NewHub and custom mashups, demand for analytics increased significantly.”Plínio Bernardes (Brazil)Data Intelligence Coordinator, FIEG"Cluster has been a game changer for data visualization for us. Making it easier for society to understand government actions and data is no small task."Eduardo Lacher (Brazil)Deputy Treasury Secretary, State of RS Our approach We design for people looking for inconsistencies The fundamental difference between a Transparency Portal and any other type of public data portal is the profile of the people who use it most closely. The most rigorous user isn't the curious citizen, it's the investigative journalist, the state audit court auditor, the internal controller, the staff member from another agency checking a discrepancy. For this user, the design doesn't need to seduce. It needs to hold up. That changes design decisions that seem small, but aren't: Traceability before aesthetics Every published number needs a clear chain of origin: which system it came from, what criteria it was calculated with, and on what date it was extracted. When someone questions a value, the answer can’t be “that’s just what the system says”, it needs to be documented and accessible right on the portal. Consistency that eliminates doubt When the same indicator appears in two places with different numbers, even if it’s due to a different date range or methodology, it turns into public criticism. We standardize naming, calculation rules, and methodology notes before any interface is designed. Indicators with consistent standards We maintain consistency in how indicators are presented across the portal. Every indicator follows the same logic for calculation, naming, and visualization, making comparisons easier and avoiding misinterpretation. Navigation with no dead ends A transparency portal that requires the user to already know where the information is isn’t transparent, it’s a poorly indexed archive. We build multiple access paths: by topic, by agency, by time period, by data type, by text search. Someone who knows exactly what they want gets there fast. Someone who’s just exploring can too. An interface that works outside the office Most access to public portals happens outside business hours, on mobile devices, over slow connections. We design for that reality, not for a desktop presentation in a meeting room. Agencies with Transparency Portals built by Cluster
