Public Data Portals

Public data that no one can read isn't transparency. It's noise.

Cluster builds portals that turn legal obligations into real communication tools: accessible to the everyday citizen, auditable by oversight bodies, and sustainable for the teams operating them from within.

From those who went beyond visualization with Cluster

“It has been an immense pleasure working with such a talented and dedicated team of professionals, delivering true digital transformation to our clients.”

"Working with Cluster, we reached a level of design and engineering quality that's rare in our industry. Their team consistently delivered what we thought was impossible, pushing Qlik beyond its native limits to give our users the interface experience they actually needed. Thoughtful, consistent, and committed to getting it right. A true partnership."

How we work

We don't start with technology. We start with the questions the portal needs to answer.

Before choosing a tool, platform, or color palette, we understand who will use the portal, for what purpose, and with what level of familiarity with data. A citizen looking for a specific piece of information has a completely different need than a journalist investigating a historical series, and the portal needs to work for both.

From that mapping, we structure the information architecture, visualization standards, and update rules. Only then do we move into development and integration with the source systems.

We use artificial intelligence at specific stages of the process: analyzing large volumes of data, identifying patterns, and supporting project decision-making. Not as a shortcut, but as a tool within a process that begins and ends with human judgment.

Context and audiences

Who will use it, for what, and how often. Mapping stakeholders, needs, and the agency’s constraints.

Information architecture

Which data needs to be accessible, at what level of detail, with what cross-references, and what navigation hierarchy.

Design and prototyping

Interfaces tested before development. Visualization standards defined to ensure consistency across sections and future updates.

Development and integration

Building the portal and connecting it to data sources, with clear rules for updates, security, and governance.

What makes a difference in practice

The difference between a portal that looks good and one that actually works

Someone who's never used the portal before can still find what they came for

We structure navigation for people who don’t know the agency’s internal logic. Section names, menu hierarchies, and access paths designed from the perspective of someone coming from outside, not the person who created the data.

Same metric, same number, anywhere in the portal

We standardize naming, calculation rules, and visual coding before publishing any number. That way, when the same indicator appears in different contexts, it’s always the same, with no ambiguity for readers and no rework for the team maintaining it.

Clear, reliable indicators

We standardize indicators, naming, and visualizations.

We create clear calculation and update rules to ensure consistency and reduce confusion when reading the data.

Usability for different audiences

We design experiences that work for citizens, managers, and oversight bodies.

Clear interfaces, fast paths for lookup and auditing, with responsive design and smooth navigation.

Structure built to evolve

We build portals on a scalable foundation, ready to grow.

Reusable components and structural standards make it possible to publish new pages, data, and views without rebuilding the portal.

Public portal specialties

Every government context calls for a different approach

We develop three types of portals, each designed for specific needs, backed by a track record of delivered projects in each one.

Data Storytelling Portal
For when data needs context to make sense. For agencies working with complex topics, such as health, education, security, and the environment, that need citizens to understand what the numbers mean, not just that they exist.
Transparency Portal
For when the requirement is legal, but the standard can be higher. A robust structure for accountability, with data organized for auditing, journalism, and social oversight, not just to comply with legislation.
Data Hub
For when the challenge is centralizing before publishing. For agencies with data scattered across different systems that need a single point of access, organized, reliable, and ready to grow.
